Stakeholder Input and Analyses

In March 2008, Federal Energy Regulatory Commission (FERC) Order 890-A took effect. As part of this order, FERC requires a coordinated, open, and transparent transmission planning process on both a local and regional level. To comply with these requirements, ATC submitted a compliance filing on Order 890-A that provides a timeline of actions to ensure that the economic planning process is both coordinated and open.

Annually, ATC will use a process with consistent timelines that combines stakeholder input, historical data, future line flow forecasts, and updated information on the electric system to identify transmission upgrades for economic evaluation.

Each year:

  • During February, we hold an initial stakeholder meeting to review the market congestion summary and potential fixes and to discuss economic study scenarios, drivers, ranges, and assumptions.
  • By March 1, we work with stakeholders to request and prioritize new/other economic studies and recommend study assumptions.
  • By April 15 – we identify preliminary areas of economic study, study assumptions and models and solicit further comments from stakeholders.
  • By May 15 – we finalize areas of economic study, study assumptions and models to be used in analysis.
  • By November 15 – we provide a summary of the results of the economic analyses to our stakeholders.

ATC conducts analyses of the projects identified for study over several months' time and posts the key results, including the extent to which these savings offset project costs. When the expected benefits of a studied project are high enough to justify its costs, the process of developing it as a formal proposal is begun.

ATC’s list of transmission facilities with the implementation of Study Based Ratings Methodology (SBRM) & transitional ratings starting June 1, 2013:

Table1 includes the list of transmission facilities within ATC footprint that will have transitional ratings starting June 1, 2013.  Additionally, the list includes the mitigation projects that when completed will initiate the change to study based ratings for the transmission facility listed.  Note that the list of transitional ratings and mitigation projects is subjected to change based on further analysis.

Table2 includes the list of transmission facilities within the ATC footprint that are planned to be transitioned to the Study Based Ratings Methodology starting June 1, 2013.

Table3 includes the list of non-bulk electric system facilities (<100kV) that will continue to operate at the pre Study Based Ratings Methodology (SBRM) ratings until they are reviewed and the study based ratings methodology is applied.  This transition will occur approximately over the next 5 years.

All expected future ATC Study Based Ratings and transitional ratings have been submitted to MISO’s Model on Demand (MOD) process.  Also, the mitigation projects to end the transitional ratings pertaining to the identified transmission facilities that were impacted as a result of the Study Based Ratings methodology have been submitted to MISO’s Model on Demand (MOD) and MISO’s Transmission Expansion Planning process (MTEP).

November 15, 2011:  ATC Economic Analysis Update

In the open stakeholder meeting on April 28, 2011, ATC collected input on the 2021 Futures Matrix and the project list for analysis.  Later, ATC finalized this matrix and the project list and posted this information on May 16, 2011.

Since then ATC has continued to refine its study methods, develop analytical models, and study the projects listed.  At this point, ATC is in the process of finalizing the analysis and will be able to discuss results in an open stakeholder meeting towards the beginning of 2012.  The exact meeting date will be announced at a later time and meeting materials will be posted to the Economic Planning page of the ATC 10-Year Assessment website.

May 26, 2011:  Granville – Butler 138 kV line congestion mitigation

ATC continues to observe increasing congestion on Granville-Butler 138 kV line in Southeast Wisconsin. To help reduce it, ATC is pursuing short-term upgrades involving terminal equipment at Butler and Tosa substations to allow Granville-Butler and Granville-Tosa 138 kV lines to operate at their full capability. The schedule and in-service dates are under development, and will be posted here when available, but most likely these projects will be completed by the end of 2011 or early 2012.

November 15, 2010: ATC Economic Analysis Update

In the open stakeholder meeting on May 10, 2010, ATC collected input on the 2026 futures matrix and the project list. Later, ATC finalized this matrix and the project list and posted this information on May 15, 2010.

Since then ATC has continued to refine its study methods and to study the projects listed. It has also developed a methodology and tools to determine the “Renewable Investment Benefit.” This benefit quantifies the financial advantages of constructing wind turbines in high capacity factor wind areas, and building transmission lines to transport this energy to load centers.

At this point, ATC is in the process of finalizing the analysis and will be able to discuss results in an open stakeholder meeting in the first quarter of 2011.  The exact meeting date will be announced at a later time.

Pleasant Prairie-Zion (#2221) 345 kV Line Congestion Relief Projects

September 30, 2010

ATC currently is conducting necessary planning and engineering work on following projects to address congestion on the Pleasant Prairie-Zion 345-kV line which is a tie line between Illinois and Wisconsin:

  • Replace wave trap at Zion Substation,
  • Replace jumper at Zion Substation, and
  • Update ratings based on the LIDAR survey.


Please note that Zion Substation in owned by ComEd in Illinois, and ATC has been coordinating this work with ComEd. These projects are tentatively planned to be completed by March 2011. In addition, ATC continue to provide status and resulting ratings changes to MISO for the relevant models and studies.

Economic Benefits Metrics for the listed projects (October 14, 2010)

ATC utilizes three methods to determine which projects have the potential for economic benefits:

These methods are described below.

Studies will be performed and results shared with stakeholders over the course of the year. In addition, customers and stakeholders who would like to request specific economic studies can do so if they are willing to pay for the studies and are willing to have the results posted publicly.

 

Reliability Project Screening

Economic analyses were performed on 20 projects from the 2009 10-Year Assessment project list to determine whether those projects were candidates for acceleration or deferral based on economic considerations. Please refer Table EP-1 for the list of projects screened.

Prioritization of this list of 20 projects was based primarily on the availability of redispatch and capital costs of the projects; however, lower cost projects specifically identified by the ATC planning department were also included in the study. Generation interconnection and distribution interconnection projects were not eligible for inclusion in this list. Further, capacitor bank projects were not considered since the voltage benefits provided were not captured by the PROMOD software analysis.  Finally, projects with in-service dates prior to 2012 were not considered since development of those projects was too far underway to make scheduling changes. As a result of this screening, one project (McCue-Lamar) was identified as having potential economic benefits and a candidate for acceleration of the in-service date.

 

A similar analysis will be performed in the 2011 10-Year Assessment based upon the 2010 Assessment project list.

August 13, 2010 Stakeholder Meeting

Dear  Stakeholders,  

This is to inform you that the August 13, stakeholder meeting will be postponed. We have been working for many months to quantify the benefits of a possible Badger Coulee (La Crosse-Madison) line, and we are close to having results to share with you.  In light of the Midwest Independent System Operator’s (MISO) cost allocation filing on July 15, 2010, and additional information we have received about MISO’s evaluation of projects in other areas, we are re-evaluating some of these results to ensure that ATC and MISO models/results are appropriately aligned.  

There are many different benefits that would be realized from the Badger Coulee line, including local and regional reliability, the ability to move less expensive renewable energy and economic savings for the ATC customers and for other customers in the Midwest ISO area. We have identified $140 million of local reliability savings for ATC customers and have introduced the Renewable Resource Investment Benefit.  As we collaborate with MISO, we continue to refine the Renewable Resource Investment Benefit and the energy savings estimates.   

As  discussed during the May 10, 2010 ATC Customer / Stakeholder Meeting, ATC has reviewed the details of the 2026 Carbon Constrained Future and has worked to ensure that this future is aligned with similar futures being utilized by MISO.  ATC has completed this review and, as a result, has made several modifications to the drivers of the Carbon Constrained Future.

ATC to host Customer & Stakeholder Meeting regarding Badger Coulee Project

ATC will announce later today that it will begin public outreach for its proposed Badger Coulee Transmission Line Project.  ATC studies show that the 150-mile, 345-kilovolt Badger Coulee Transmission Line in western Wisconsin is a multi-benefits project that would deliver benefits to Wisconsin and the Midwest region in three important ways:

1) improves electric system reliability locally and regionally,

2) delivers economic savings for Wisconsin utilities and electric ratepayers, and

3) expands infrastructure to support public policy for greater use of renewable energy. 

Public open houses are being scheduled for this fall in communities from La Crosse to Madison.  In support of our coordinated, open and transparent transmission planning process, we would like to discuss the preliminary planning results and benefits with you and other interested customers and stakeholders. A meeting is scheduled for Friday, August 13, at our Pewaukee headquarters from 9:30am – 11:30am.

Order 890 Economic Studies

As part of meeting our Order 890 obligations, ATC is required to perform two economic studies every year. To fulfill this requirement, ATC is proposing to study the following projects in 2010:

  • North La Crosse – North Madison – Cardinal 345 kV Project

  • Bain – Zion Energy Center 345 kV Project

As usual, the list of projects is accompanied by the futures matrix which provides key assumptions and the study year.

November ATC economic analysis update (posted 11/15/09)

On May 28, 2009, ATC posted the original 2009 Futures Matrix.  ATC then hosted a meeting and web conference to discuss this material on July 10, 2009.  At that time, ATC anticipated that the latest base PROMOD models would be available shortly thereafter, but certain modifications to the base models and assumptions were not finalized until the end of August.

As a result of this delay, ATC was able to further review input received from stakeholders along with local and regional developments related to transmission planning for future Extra High Voltage (EHV) projects.  Based on this review, significant updates were made to the 2009 Futures Matrix which was subsequently posted on September 18, 2009.  Another update to the Futures Matrix was posted today, November 15, 2009, that reflects additional information concerning distributed renewable generation (DRG) and Renewable Portfolio Standard (RPS) requirements across MISO’s footprint.

At this point, ATC is still in the process of finalizing the development of the PROMOD models based on the updated 2009 Futures Matrix.  Model development is anticipated to be complete towards the middle of December.  At that point, analysis will commence to study the impacts of the projects identified earlier this year.  A stakeholder meeting will be scheduled to discuss the results of this analysis upon completion of the PROMOD studies sometime early in 2010.

ATC’s Futures Matrix summarizes the assumptions that are used to develop ATC’s economic planning models.  Since ATC posted its May 28, 2009 Futures Matrix, it has continued to receive input from stakeholders and to review local and regional developments related to transmission planning for future Extra High Voltage (EHV) projects.  As a result of this ongoing review and the additional information related to DRG and RPS requirements across MISO, ATC developed its final Updated Futures Matrix for the 2020 study year.  A Description of the Update to the DRG Information and a Narrative of Each of the Futures is also available.  The projects to be studied in 2009 are:

  • North La Crosse-Spring Green-Cardinal 345 kV,
  • Lore-Spring Green-Cardinal 345 kV,
  • A combination of both of the two lines listed above,

  • North La Crosse – North Madison – Cardinal 345 kV,

  • Low voltage alternative,
  • Genoa-North Monroe 765 KV, and

  • Bain-Zion 345 kV.

On May 15, 2008, ATC posted the final set of assumptions and final futures matrix to be used for ATC’s 2008 economic planning.  At that time, ATC anticipated that the latest base PROMOD models would be available shortly but those models were not received until early August.  ATC hosted a generation expansion workshop on August 22, 2008 to obtain additional input from stakeholders on the methodology to review the generation expansion assumptions in the MISO models and to add generation to the model to accommodate a wide range of futures.  The development of the models for the futures is nearing completion. 

December's meeting will discuss interim results.
